As much as I do appreciate Stuarts and Anthony's groups, I like the Southern Cross ones, so it would have to be:

2, 3, 1.


As for the wording for some reason the "1.250 & below" always looks and reads funny to me, I would think Sub 1.251" group,  sounds more "professional" .
